As the head of the estimating department, you will be responsible for identifying and managing tender opportunities as well as the estimating team assigned to successfully secure bids and proposals.


Duties and Responsibilities: 

  • Evaluate tenders and market conditions to identify suitable projects to bid on.
  • Review proposal specifications, drawings, attend pre-bid meetings to determine scope of work and required contents of estimate.
  • Develop winning strategy for complex bid submissions taking the lead in the development of a conceptual estimate/design-build bid submission.
  • Review schedules of projects being estimated and perform Risk and Contract Management responsibilities as required.
  • Interact with key clients during opportunity development and beyond.
  • Analyze blueprints, construction drawings and other documentation to prepare time, cost, materials, and labor estimates. Drive business development and help direct business strategy in the following areas:
  • Underground
  • Grading
  • Paving
  • Earthworks
  • Organize bid closing assignments to meet submission deadlines.
  • Review final estimate and apply strategic cost factors where necessary.
  • Monitor client changes and advise the estimating team of all changes in scope during the estimate period.
  • Partner with other estimators to turn project over to project management team.
  • Assess cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project develops. Follow awarded contracts as assigned – may include estimating extra work items, change orders, and credits.
  • Advise on major changes in scope of work and monitor actual cost to estimated cost.
  • Establish a critical path schedule on the estimated milestone progress dates and completion timelines in order to meet the contract completion dates. 
  • Complete final cost estimate of a project incorporating all labour, equipment, and material data, pricing documentation, overhead and profit margins, and produce a final tender submission.
  • Ensure that all safety and environmental requirements of the operations are met.


Qualifications and Experience:

  • Minimum of 10+ years’ of civil construction experience.
  • 7 years of progressive experience in civil construction cost estimating.
  • Extensive knowledge and experience with estimating techniques and negotiating contracts.
  • Knowledge of tendering process.
  • Ability to identify risk associated with contract/project documents.
  • Ability to manage and direct work activities.
  • Advanced computer skills with the ability to utilize relevant project management and design software. Previous Experience using B2W software would be an asset.
  • Proven experience working within various municipal jurisdictions in and around the City of Calgary.
  • Demonstrated problem solving and decision making capabilities.
  • Excellent verbal and written communication skills with the ability to communicate effectively with a wide variety of people.
  • A keen ability to adapt to and manage change to ensure continued success of a dynamic, growing company.
  • Strong ability to manage multiple projects, while meeting daily deadlines, in a consistent manner.
  • Must have Valid Class 5 driver’s license with a clean current drivers abstract.


 Work Environment and Physical Requirements:

  • The work environment includes a variety of office, shop, and field site settings.



  • Degree in Civil Engineering, Construction Management, Quantity Surveying, or related discipline.
  • A combination of education and experience may be considered.
  • Eligibility for registration as a P.Eng is an asset
  • Additional education, certifications or work experience is considered an asset.
